Additional work on Local Plan evidence base

Uttlesford District Council is taking the time to fully evaluate the responses to the Local Plan consultation held over the summer. Almost 6,000 written comments were made by over 2,000 individuals and organisations. All the comments are available to view on the online portal.

Further work is now being carried out to address some of the issues raised, on subjects such as the water cycle, archaeology, heritage, employment, and transport and sports facilities. The additional work is necessary to ensure that the next version of the Local Plan is ready to be consulted upon.

As a result of this additional work, the council will make a decision on the next version of the Plan in late spring 2018 before a further round of public consultation takes place.

PPWG meeting date and agenda

The next meeting of the Planning Policy Working Group is on Thursday 14 December, starting at 6pm in the Council Chamber at the UDC Offices in Saffron Walden. 

The cross-party group will consider the complete set of responses to the latest consultation and way forward for the Local Plan. The agenda is available here.

Residents urged to put forward their views on plan for garden community

LP WoBThere is still plenty of time for residents to have their say on plans for a garden community on the Uttlesford-Braintree border.

The West of Braintree Garden Community: Issues and Options document has been prepared by Braintree  and Uttlesford district councils.

The document provides further information about the proposed West of Braintree Garden Community, and sets out some of the key issues that will need to be included in a more detailed masterplan for the development.

The public consultation on the document closes on 22 January 2018.

Flood Prevention

A good deal of local flooding may be relieved by proper maintenance of ponds, ditches, rivers and other water ways. The council is again calling for volunteers to carry out a one-off survey of all water courses in the area to determine their condition. Once this is done Essex Council will digitise the information and send engineers to examine any problems found.

They will also identify the bodies that are responsible for each water way and enforce proper maintenance now and into the future.

Radwinter Pavilion on BBC Radio Essex

If you didn't hear it, Radwinter was on BBC Radio Essex this morning as part of the Essex Quest Show. The show is a live treasure hunt and this week they were in North Essex.  

 

If you click on the link above and fast forward to 1hr 22 you will hear Betty Rust phone in the radio show to give the team directions to the rec.

At about 1hr 24mins you'll hear David Emberson giving out one of the clues and doing a very good job of telling the listeners about our wonderful new facility.

Important Recreation Ground Information

Car Park Closure

Please note that the Recreation Ground Car Park will be closed all day on Friday 6th October from 9am.  Any cars parked in there at that time may be locked inside the car park or in danger of being parked in.  

Arrangements will be made for Almshouse residents needing access during that time.

 

 

 

MUGA Opening Times

We hope that people have enjoyed free use of the MUGA over the summer.  As the term has started and the nights are drawing in we have adjusted the times of opening.

These are the new opening times:

 

From today until the end of half term

After school until dusk and all day until dusk at weekends

 

From November 1st until further notice:

All day until dusk dusk at weekends

 

Anyone wishing to book the MUGA outside these times, should use the pavilion booking form on our website www.radwinter-rec.org and write MUGA in the 'reasons' section.  Our website is still under construction so there is no dedicated MUGA booking form yet.

Superfast Essex aims to extend fibre broadband coverage to nearly 100% with last phase of work

 

Even more residents and businesses stand to gain access to superfast broadband, with download speeds of 30Mbps or more, thanks to an additional phase of work being commissioned by Essex County Council (ECC). 

Superfast Essex Phase 4 is expected to be the last phase of work under the County Council's broadband improvement programme, and is aiming to reach near to 100% superfast broadband connectivity across the county by 2021. 

The decision to proceed with Phase 4 was approved by Essex County Council's Cabinet on Tuesday 19 September. 

Phase 4 will be funded by project savings and subsidy refunds from BT relating to Phases 1 and 2, contributions by local Essex councils and a new grant from the government's Broadband Delivery UK programme (BDUK), which is already earmarked for Essex.  Over the next few months, Superfast Essex is also planning to apply for further government grants worth up to £18 million. If the grants can be secured, the overall value of the Phase 4 public investment will be up to £29 million. 

This public funding will be complemented by private investment from supplier contributions, to be confirmed by operators bidding to deliver the Phase 4 work when it goes to tender. 

As a first step to prepare for Phase 4, Superfast Essex recently completed a public consultation inviting feedback on the current availability of superfast broadband coverage in Essex. Based on the responses, the programme team is now updating its State Aid map, which will identify the areas eligible to be included in the Phase 4 rollout. When complete, the final map will be published on the Superfast Essex website www.superfastessex.org

Essex County Councillor Kevin Bentley, Deputy Leader and Cabinet Member for Economic Growth, Skills, Infrastructure and the Digital Economy, said:  "We have an ambition to become one of the best connected counties in the UK as we recognise the importance superfast broadband has for residents and businesses alike. Essex is a fast-growing county which makes achieving close to 100% coverage no mean feat but the County Council remains committed to improving the availability of broadband and considers it one of our priorities to invest in." 

Superfast Essex Phases 2 and 3 are currently on track to complete by December 2019. The work of network delivery partners BT and Gigaclear will take the total superfast footprint delivered by Superfast Essex to 144,000 homes and businesses, with some 90,000 addresses already enabled so far. Residents can view the areas already completed or in plans to be upgraded and check the status of their home or business on the interactive rollout map at www.superfastessex.org/maps

Nearly half (46%) of the properties enabled in Phase 1 of the Superfast Essex programme have now ordered a fibre broadband service. This better-than-expected take-up of services is enabling ECC to claim subsidy refunds from BT and invest these in Phase 4. 

Superfast Essex plans to begin the tender process for Phase 4 during October 2017.

County Broadband Update

I am writing to tell you that unfortunately we are going to have to pull out of our plans to build a broadband network in Radwinter. This is not a decision that we have taken lightly and it is exclusively due to Essex County Council funding a project build to someone else that will overbuild whatever network we plan – this has been confirmed to us from ECC.

This does seem to continue the "in…out" position that Radwinter seems to have suffered with any planned network improvement over the last year or so, but we just cannot afford to build a network in a village that has received state aid funding to build a similar network, especially as both our roll out and the planned overbuild are due to finish at the same time – December this year.

I wish you and your residents all the very best in your quest to find better broadband service for the village and hope that it does come within the time frames that are being advertised on the ECC maps.

Essex County Council Public Consultation – August 2017

SUPERFAST ESSEX PUBLIC CONSULTATION NOW LIVE

The Superfast Essex programme has launched a public consultation to run during August 2017 to reassess availability of superfast broadband to inform any future broadband work in the county.

Full details and a link to respond can be found at: www.superfastessex.org/whatshappeningnext.

We need you to check the current State Aid broadband status for your address on our interactive State Aid map on this webpage and provide feedback with evidence if you disagree with the current classification shown. Details about the type of evidence required and instructions about how to obtain this are detailed in the public consultation feedback form. We also welcome feedback confirming the broadband status shown on the map is correct. We will accept responses from Parish/Town Councils on behalf of communities. You will still need to provide an address to complete the form; please then specify in the comments boxes provided if your consultation response applies to a full community or multiple addresses, please include a list of the addresses in your response.  If we require further clarification after we receive your response we will contact you.

Please note the map being consulted on will be used to decide whether properties are eligible for public subsidy in the future. This is different to the interactive rollout map which is separate to this consultation. The outcome of this consultation will form the basis for directing future investment by Essex County Council to improve broadband access, with the ambition to ensure everyone in the county has a superfast connection by 2021 at the latest.

Feedback on the consultation must only be submitted via the online public consultation feedback form available on the ‘What’s happening next?’ page at: www.superfastessex.org/whatshappeningnext. Residents in areas with poor connectivity are encouraged to take the time to visit libraries or use workplace computers to complete their feedback, as the team would like to hear from them in particular. Unfortunately, due to the volume of responses expected and the need to process them quickly, Superfast Essex is unable to offer the option of hard copy correspondence.

Allocations for East View Scheme

Dear Radwinter Parish Council,

The S106 scheme at East View built by Linden Homes and Chelmer Housing Partnership is well underway and nearing completion.  As the Parish Council is aware, a local lettings agreement was made between Radwinter PC and Uttlesford District Council that residents of Radwinter would have first refusal on all affordable homes for the first and subsequent lets.  I am writing to you today on behalf of the Housing Allocations team to highlight the Council's Allocations Policy and how local residents might register their interest to the Council for a property.  It would be most helpful if the Parish Council is able to publicise this policy and encourage local residents interested or in housing need to apply

Residents of Radwinter who would like to be considered for a property on the East View scheme should register at www.Homeoption.org or speak to a member of the housing Options/homeless prevention team on 01799 510 510.  The housing allocation policy has 4 bandings (A- C &E). Bands A-C are for residents with a strong housing need due to illness, mobility, age or overcrowding or single residents aged over 35 years old.  Residents in Band E are those living with homes with shared facilities or who are single and aged below 35 years.  (The age differentiation is due to the changes to housing benefit).  

In addition, residents living in private rented housing who spend more than 35% of their income are eligible to apply.  The agreement with Uttlesford District Council is that all residents with a strong connection to Radwinter will be considered for the new 8 affordable rented homes. Residents interested in the 4 shared ownership properties should apply to the Help to Buy website (https://www.helptobuyese.org.uk/) whereby their application will be assessed on their financial status.
