Have your say on Local Plan changes The public will be able to have their say on some changes made to the Uttlesford Local Plan, from 9am tomorrow (Tuesday 16 October). The limited changes to the plan have been published in a document known as an ‘Addendum of Focussed Changes’. It is important to note that the changes do not alter the strategy or vision of the plan, and therefore the council will only be accepting comments that arise from new information contained in the addendum, or newly published elements of the evidence base. How to make a representation The quickest and easiest way to read the Addendum of Focussed Changes document and to provide feedback is via the website: www.uttlesford.gov.uk/draftplan2018.  A representation form is available which is designed to help everyone follow the guidelines and submit comments in the right way for the planning inspector. Written responses can be made by email to: planningpolicy@uttlesford.gov.uk or by post to: Planning Policy Team, Uttlesford District Council, London Road, Saffron Walden CB11 4ER. People submitting responses by email or post are encouraged to use the representation form which is available to download from the council website. Representations must be submitted by 5pm on Tuesday 27 November 2018. Stansted Airport planning application enhanced consultation arrangements

Uttlesford District Council's Planning Committee was due to determine the planning application - which seeks to raise the current cap on the number of passengers the airport is permitted to serve from 35 million passengers per annum (mppa) to 43mppa - at a special meeting on 17 October. It has now been agreed to move this to Wednesday 14 November. This will enable the additional public speaking sessions to take place in the context of officers' published assessment of the proposals. Additional public speaking sessions for Stansted Airport application to be rearranged

Three additional public speaking sessions set as part of enhanced consultation arrangements relating to the Stansted Airport planning application have been postponed. The sessions were due to take place on 9 and 10 October to give the opportunity for members of the public to directly address members. However, now that the Planning Committee meeting has been deferred (to a date yet to be fixed), it is felt that it would be inappropriate to hold the sessions so far in advance of when the application is to be determined. The council apologises for any inconvenience caused. An alternative date for the special Planning Committee meeting will be made shortly. Enhanced consultation arrangements for Stansted Airport application

Enhanced consultation arrangements have been put in place in relation to the Stansted Airport planning application.

Uttlesford District Council’s Planning Committee was due to determine the planning application – which seeks to raise the current cap on the number of passengers the airport is permitted to serve from 35 million passengers per annum (mppa) to 43mppa – at a special meeting on 17 October.

However, the date of the committee meeting is being pushed back following a request from Stop Stansted Expansion to be allowed sufficient time to address Planning Committee members at one of the forthcoming additional public speaking sessions.

As a consequence of accommodating this request, officers expect to need extra time to address any technical issues that may arise from these enhanced consultation arrangements. In addition, the council will offer the applicant the opportunity to address the points raised during this consultation period.

The council is therefore trying to identify an alternative date for the special Planning Committee meeting. A further announcement will be made in due course.

Highways England had issued a Holding Directive which could have delayed the process, but it has today (2 October) withdrawn the directive.

Meanwhile, the additional public speaking sessions will still be taking place, on:

• Tuesday 9 October – 10am-1pm
• Wednesday 10 October – 2-5pm
• Wednesday 10 October – 6-9pm

These sessions will allow members of the public more opportunity to express their views on the application directly to representatives of the Planning Committee. They are not an official Planning Committee meeting; however, all elected committee members have been invited to attend and listen to the comments made. Copies of the speeches will be also added to the Planning Committee report to be considered as supplementary representations when the committee meets to consider the application.

Like Planning Committee meetings, the sessions will also be recorded and broadcast live through www.audiominutes.com/udc.

Each public speaking session will be allocated on a first come, first served basis. Each slot is for 3 minutes, mirroring Planning Committee rules. People can only register to speak once, and cannot register multiple people in that request.

To register to speak at one of the additional public speaking sessions, please email stanstedairportplanningapplication@uttlesford.gov.uk or call the council on 01799 510468, during opening hours, with the following details:

• What day you would like to speak on, or don’t mind
• Your preferred session (morning on 9 October; afternoon or evening on 10 October)
• Whether you support or object to the proposals, or would like the opportunity to just comment
• Whether you would like to speak on a specific item or make general points
• Whether you are representing yourself or a group
• Your contact details

The closing date to request a slot is 12pm on Monday 8 October.
